The 2026 Schools White Paper: What SEND reform means for schools and why sensory provision has never been more important

By Melanie Townsend

The UK Government has published a new Schools White Paper outlining significant reforms to the SEND system. In its update for parents, the Department for Education sets out a clear ambition: earlier intervention, more consistent support, and stronger inclusion in mainstream schools.  You can see the full version of the White Paper here or an easy-to-read version here.

For school leaders, SENDCos and MAT executives, the message is clear — inclusion is no longer a bolt-on. It must be embedded into everyday teaching, environments and culture.

At Experia, we believe this moment represents both a challenge and an opportunity. As schools move towards earlier, tiered support and digital Individual Support Plans, investment in sensory rooms, sensory solutions and sensory learning environments will be central to delivering on the government’s vision.

Understanding the SEND reforms in the 2026 Schools White Paper

The new White Paper proposes:

  • A four-tiered SEND support model (universal, targeted, targeted-plus and specialist)
  • Greater emphasis on early identification and intervention
  • Digital Individual Support Plans (ISPs)
  • Continued use of EHCPs for children with the most complex needs
  • Stronger expectations on schools to create inclusive environments

The shift is significant. Rather than waiting for statutory processes, schools will be expected to effectively meet more needs within mainstream provision.

That means practical, evidence-informed strategies that can support children with:

  • Autism spectrum conditions
  • ADHD
  • Sensory processing differences
  • SEMH needs
  • Communication and interaction difficulties
  • Moderate learning difficulties

This is where sensory learning environments move from “nice to have” to essential infrastructure.

Why sensory rooms will be critical under the new SEND framework

The White Paper highlights early support and inclusive practice. Sensory provision directly supports both.

1. Early intervention through sensory learning

When children struggle with regulation, focus or sensory overload, behaviour is often the visible symptom, not the cause.

Well-designed sensory rooms in schools provide:

  • A safe space for emotional regulation
  • Proactive sensory input to prevent escalation
  • Structured sensory learning programmes
  • Reduced classroom disruption
  • Increased readiness to learn

Instead of waiting for crisis points, schools can build sensory support into planned, universal and targeted provision.

2. Supporting the four-tier model with practical sensory solutions

The proposed tiered approach aligns naturally with scalable sensory solutions:

Universal level

  • Calm corners in classrooms
  • Portable sensory equipment
  • Whole-class sensory regulation tools

Targeted & targeted-plus

  • Dedicated sensory rooms
  • Small group sensory learning sessions
  • Structured intervention programmes

Specialist

  • Multi-sensory immersive environments
  • High-spec equipment for complex needs
  • Bespoke room design tailored to EHCP requirements

Experia works with schools to design environments that align precisely with their SEND strategy — not generic packages, but purpose-built sensory solutions.

The proven benefits of sensory rooms in schools

The benefits of sensory rooms in schools are both practical and measurable.

Research and school feedback consistently show:

  • Improved emotional regulation
  • Reduced anxiety
  • Better focus and concentration
  • Decreased behavioural incidents
  • Increased attendance
  • Greater engagement in sensory learning
  • Enhanced staff confidence in managing SEND needs

For senior leaders, this translates to:

  • Stronger Ofsted narratives around inclusion
  • Evidence of proactive SEND provision
  • Reduced pressure on EHCP pathways
  • Improved outcomes data

Sensory provision is not just about wellbeing — it is about academic attainment, behaviour, attendance and school culture.

From policy to practice: How Experia supports schools

Experia has been designing and installing sensory rooms and multi-sensory environments for over 20 years. We work with mainstream schools, special schools, MATs and local authorities across the UK.

Why schools should act now

The direction of travel is clear:

  • More inclusion
  • More accountability
  • More expectation on mainstream settings
  • Greater emphasis on early support

Schools that invest now in high-quality sensory solutions will be ahead of the curve.

Waiting until pressures mount is reactive. Designing inclusive environments now is strategic.

As the SEND system evolves, schools that embed sensory learning into daily practice will:

  • Support more pupils successfully in mainstream
  • Reduce exclusions
  • Improve behaviour data
  • Strengthen parental confidence
  • Demonstrate leadership in inclusive education

Thought leadership: Inclusion requires environment, not just policy

The White Paper sets ambition. But policy alone does not regulate a child’s nervous system. It does not reduce sensory overload and it does not create calm.

Environment does.

Sensory rooms are not a trend. Tailored sensory solutions are part of a broader shift toward trauma-informed practice, neurodiversity awareness and proactive inclusion.

At Experia, we see sensory provision as educational infrastructure, just like classrooms, libraries or ICT suites.

If schools are serious about delivering the SEND reforms effectively, sensory environments must be part of the conversation.
